I don't think you're allowed to loan them directly out after signing him though. There were rumors of Stoke trying to take Lukaku on loan recently after he signed for Chelsea but apparently it's not allowed until the next window. I don't know if that same rule applies for the football league.

"Atletico Madrid did it this season with Daniel Pacheco. Signed him on loan for a season from Liverpool with an option to buy, and immediately loaned him to Rayo Vallecano. He's still technically a Liverpool player as well."

It's within the rules for most Continental leagues. Italy is well known for doing this, Udinese for example are notorious for this. Check how many players they have on loan that just got to the club, that's how they test players.
I'm not sure but I do think there's a rule against it for English clubs.
Edit: I mean for English clubs loaning between themselves after signing a player in the same window. I know clubs can send kids oversees after signing them. Just to be clear, I'm not sure but that's what I seem to remember.

If Juventus are going to allow us to "Double loan" him (LOL) and it's within the rules then I guess that rule doesn't come into play....
Just a thought, Juve and Spurs agree to mutually terminate his current loan, so he returns to Juve, they then loan him to Southampton and have an agreement with Spurs that they will still accept the current buyout at the end of the season if Spurs still want Falque.

Alright I figured it out.
The rule only applies to Premiership clubs. I knew clubs could immediately loan to clubs oversees but I thought the premiership rule was actually an English football rule, rather it's just a Prem rule. So yeah he could loan to Southampton, that's if Juve give us the permission. Strange though, I wonder if there's any restrictions on this because we have a loan option? Who knows, if the story is true many men more informed then me have checked the rules."A temporary transfer to a club may not take place in the transfer window in which the transferor club acquired the player's registration."
