Why should the player's ability have anything to do with his punishment?
The fuss isn't about his punishment to be honest. As long as he is suspended, his punishment is served, and I don't personally care if that punishment is 1 game or 3.
My issue is the FA appealing on his behalf. They are the FA! They set the tone of what players' behaviour should be and how young players develop. Rooney's behaviour is consistent, you can't say "He's not that type of player" he is and continues to throw the toys out of the pram.
What message does this send? You can lash out but make sure you're an important player? Be at least as good as Rooney before you throw tantrums? If you're only a Milner or SWP, too bad?
