The former Portsmouth and West Ham boss also outlined what he thinks it will take to turn Spurs into a top four team next season.
"We are short of three quality players to help us close that gap and I know the players I would like," Redknapp told London's Evening Standard newspaper.
"Will we be able to get them? I don't know.
"Kenwyne Jones? I was interested in him in the winter but he signed a new contract at Sunderland in January, so I don't think so. But we need to juggle things around.
"We spent big money in January, so it's not just going to be a case of having massive money to spend.
"As the chairman Daniel Levy said, we are going to have to be a bit creative in the transfer market.
"Maybe this year, Arsenal have not quite been at the level of the other three but there is still a gap there between us."

Who do we think harrys after then? I'm assuming that means 3 first teamers either being relegated to the bench or sold - im guessing pavs a goner if the right offer came in, bentley too, and possibly JJ.
I think Tevez would be a great aquisition, but he is too much like keane so unless we sell keano its a no-go - i know theres been alot of talk regarding some players from other leagues in europe aswell, so perhaps he has his eyes elsewhere - Muntari is the only one i can think of that would improve our first 11 that is likely to come. He, along with 2 other players, could take us up a level.
I do not want Kenwyn Jones in any shape or form, he will be a step backwards if Harry signs him.
But I agree 3 top and i mean top players are needed if were going to challenge the tope four, definetly a striker to replace Bent and probably Pav too.
F*ck Stratford!!!!
Pavy can not be sold, if he is, it is one of the most ridiculous decisions by our management.
Muntari will prob come in, I don't particularly want him. Quite happy with our batch of midfielders, bar Zokora. I feel we still need a target man, with a touch of class. Apart from that, where else are we that weak?
Roman is God.
Hold up Striker, Goal Scoring CM or Left Winger, and Left back IMO, if it was up to me i would get Taiwo, Moutinho/ Sneijder or Guardado/ Robben/ Young, and Carew/Santa Cruz but they are all a bit unrealistic execept the strikers. Realistically maybe Warnock/Figeroa, Kranjcaer (sp?)/ Downing (hope not)/ Chris Brunt, even/, Santa Cruz/ Carew (if MON insists on Heskey-Agbonlahor and Carew wants first team football)/ K. Jones/ Crouch, I feel these would be good options besides Downing who if never had a left foot would probably be worth a 1/4 of what Middlesbrough want for him. Also i rate Crouch quite a bit but he is not that good at being a target man so maybe not.
Then our first team would be
-------------------------Gomes
Corluka----King/Dawson-----Woodgate-----LB
---------------Palacios
-------------------------Modric/CM
Lennon------------------------------------Modric/LM
-------------------Keane/ Defoe
--------------Defoe/Hold Up Striker
In home games we should have Keane and Defoe up front and Modric in the Middle and in Away games and Home games against the top 4 we should play big man up front with Keane or Defoe so he can hold the ball up where we might sit a bit deeper
We won't get Tevez. The team could push for top 6 as it stands for next season dunno who we would have to sign to make top 4 though.
If he stays then probably not, but I'm always hearing that he wants to go back to France because he is homesick etc.
I think if he wanted to go back to France, Harry would have been unimpressed with his attitude and sent him home in the January transfer window rather than waiting til' the summer. Assou-Ekotto has definately done what we wanted whenever we first signed him, make competition and play exceptionally well.
I reckon Glen Johnson will be one of our signings, Bent will go (I hope) but we must keep Aaron - personally I think we have a very strong squad already and it only needs a bit of tweaking.
If Harry can find some way of getting Bentley back to his best do we really need anybody except a proven front-man ?
Players out:
Gilberto
Didier Zokora
Jermaine Jenas
Ricardo Rocha
Kevin-Prince Boateng
Young stars!
Giovani Dos Santos - been awesome at Ipswich
Adel Taarabt
John Bostock
Dos Santos will have to work his balls off in order to get back into the first team and impress Redknapp a lot afterall we know he doesn't like footballers drinking, so you better come back from Ipswich a new man Giovanni.
Adel Taarabt has already said he wants to leave, we have your contract and if you come back in one piece Harry will speak words to you... you'll soon make your mind up
Bostock I'd want him to be thrown in the last 10 or so minutes of a match to get him some experience amongst the bigger guys.
Again, buying Johnson would be ridiculous with Hutton, Corluka, Gunter and Chimbonda on the books.
I honestly cannot see us needing anyone unless one of our strikers go.
Roman is God.
Well Campbell will be gone for sure and Bent will be gone to a smaller EPL club were he will do better. It will be better for both parties (Spurs and himself). Who we will get in, dear knows... maybe Vagner Love or the other 500 strikers we are linked with haha.
Good Morning, according to other forums and blogs etc, the
three we are currently looking at as our main targets are
Muntari, Upson, and Santa Cruz.
I don't have any inside knowledge, just typing what I have seen...
