lol, good luck with that. I'm pretty sure there's no law that this privately owned (unless I'm mistaken) webspace (site/forum) has to allow anyone to join.
It's just like most shops/pubs "The management reserve the right to refuse admission or access to the site to any persons at any time without reason"
