The Premier League doesn't decide these things. UEFA has allocated England with 4 spots in the CL, meaning the top 4 teams in the Premiership qualify for it.

You need to hang out with some more intelligent buddies my friend
We have the maximum number of CL places a country can have already; dictated by the UEFA Co-Efficient.
It will not be extended to five, at least until the rest of Europe play better football

Countries are allocated places according to their UEFA league coefficient. Below is the qualification scheme for the Champions League:
- Associations 1–3 each have four teams qualify
- Associations 4–6 each have three teams qualify
- Associations 7–15 each have two teams qualify
- Associations 16–53 each have one team qualify (except Liechtenstein)
